Commercial Document Attestation Process: Step by Step
For Documents Issued Outside the UAE (Foreign Commercial Documents)
Step 1: Notarization in Home Country
The commercial document must be notarized or certified by the relevant authority in the country of issuance. For POAs, the document must be signed in the presence of a notary/solicitor in the issuing country.
Step 2: Chamber of Commerce / Government Department Authentication
Depending on the country and document type, authentication by the local Chamber of Commerce or relevant government department may be required.
Step 3: Ministry of Foreign Affairs (Home Country)
Certification by the home country’s MFA:
- UK: FCDO Legalization. The FCDO will only accept original documents which have been signed by The UK Registrars (Company certificates) or authenticated by a solicitor or notarised by a notary public.
- USA: US Department of State, Office of Authentications. Authentication Certificate required (not Apostille for UAE).
- India: MEA attestation.
- Canada: Global Affairs Canada Authentication Services.
Step 4: UAE Embassy / Consulate Attestation
The UAE Embassy in the issuing country legalizes the document. Processing takes 2 to 3 business days for digital attestation at integrated embassies. “One service, two attestations” covers both Embassy + MOFA at integrated embassies (Delhi, Islamabad, London, Cairo, Houston, Riyadh, Amman).
Step 5: MOFA UAE Attestation
Final step. Fee: AED 2,000 per commercial document. Submit via mofa.gov.ae with UAE Pass. Processing: 1 to 3 business days.
Note: A power of attorney containing any commercial content will be treated as a commercial document. This means a POA that authorizes any business activity (signing contracts, managing companies, bank transactions) is charged at AED 2,000, not AED 150.
Multiple Documents: Commercial contracts or agreements may be considered as multiple documents based on their content. A single contract with multiple annexes may be charged as multiple documents.
Commercial Invoice Attestation via eDAS 2.0
The Electronic Documents Attestation System (eDAS 2.0) is MOFA’s dedicated online platform for attesting commercial invoices and certificates of origin (COO). This is a completely separate system from the regular MOFA attestation portal used for other commercial documents.
Step 1: Register
Create the company’s primary account with the Trade License on the eDAS 2.0 platform. Once approved, create user accounts using UAE Pass. Users log in using UAE Pass.
Step 2: Submit a Request
Review invoice or Certificate of Origin (COO) data, then select transactions you would like to attest.
Step 3: Pay the Fees
Enter payment information and proceed. The fee is AED 150 per invoice/COO.
Step 4: Receive a Digitally Attested Invoice
Payment receipt and attestation issued on the data of the invoice or COO. If physical attestation is needed, upload a copy to receive the MOFA physical seal at no additional fee.

Pharmaceutical & Healthcare Commercial Document Attestation

Individual shareholders need only a passport copy and photograph, but corporate shareholders face a full attestation requirement. IFZA offers professional, commercial, industrial, holding company, media, and e-commerce licenses with up to 7 activities under a single license.
ADGM (Abu Dhabi Global Market)
ADGM has specific requirements depending on entity type. For standard private companies, corporate shareholders must provide: certificate of incorporation/registration (foreign language documents must have certified legal translation to English), register of members (certified as a true copy by a director or company secretary, not more than three months old), register of directors (same certification requirement), and a separate board resolution for each body corporate shareholder. All foreign-language documents must have a certified legal translation to English.
ADGM SPVs and Foundations: ADGM explicitly states “No attestation required for documents” for Special Purpose Vehicles and Foundations. This is a significant advantage for holding structures. However, standard private companies and LLPs registered with body corporate shareholders still require the full document set certified as true copies. DAFZA (Dubai Airport Free Zone)
