Commercial Document Attestation in UAE

Business Document Legalization

Need commercial document attestation in Dubai, Abu Dhabi, Sharjah, or anywhere in the UAE? GloboPrime helps companies, investors, exporters, importers, free zone entities, offshore companies, and corporate teams legalize business documents for official use in the UAE or abroad. The official MOFA fee is AED 2,000 per commercial document. Commercial invoices and certificates of origin follow a separate eDAS 2.0 process at AED 150 each.

Commercial document attestation in UAE is required when company papers, trade documents, contracts, invoices, commercial powers of attorney, board resolutions, certificates of incorporation, trade licenses, or other business records must be accepted by government departments, banks, embassies, courts, free zones, customs authorities, or international business partners.

Whether your document was issued outside the UAE for use in Dubai or Abu Dhabi, or issued in the UAE for use in another country, GloboPrime helps you complete the correct attestation route through the issuing authority, Chamber of Commerce, notary, UAE Embassy, foreign embassy, UAE Ministry of Foreign Affairs, or eDAS 2.0 system where applicable.

Why Commercial Document Attestation Is Required in the UAE

Commercial document attestation is required when a business document must be legally recognized by UAE or foreign authorities. It supports business registration, commercial licensing, banking, legal representation, import/export, customs clearance, tenders, agency registration, and international expansion.

  • Company registration and branch setup: Foreign company documents must be legalized before they are accepted for UAE mainland, free zone, offshore, or branch registration.
  • Corporate bank account opening: Banks request attested incorporation documents, shareholder records, board resolutions, and powers of attorney to verify company ownership and signing authority.
  • Trade license and free zone procedures: UAE authorities and free zones can request attested parent company documents, authorization letters, commercial certificates, and corporate records.
  • Commercial contracts and legal submissions: Contracts, powers of attorney, board resolutions, and legal documents often require attestation before use with courts, notaries, government bodies, or international partners.
  • Import and export transactions: Commercial invoices, Certificates of Origin, packing lists, and shipping documents support customs clearance, tariff classification, bank documentation, and trade compliance.
  • International tenders and partnerships: Attested business documents help prove company status, ownership, financial standing, signatory authority, and compliance for tenders, joint ventures, and agency agreements.

Official MOFA Requirements for Commercial Document Attestation

Commercial documents submitted for UAE MOFA attestation must follow the official document requirements. The document must be original, clear, properly certified by the relevant authority and suitable for the selected attestation option.

  • Original document: Courier-based attestation requires the original document in Arabic or English, or a legally translated version.
  • Prior certification: The document must be certified by the relevant issuing authority, chamber, notary, embassy or competent authority before MOFA submission.
  • No lamination: Laminated documents are not accepted for courier-based attestation.
  • Digital document verification: Digital attestation requires a UAE-issued digital document with a verification mechanism, such as QR code, reference number or barcode.
  • UAE Pass: UAE MOFA attestation services require UAE Pass login for access.
  • Correct information: Incorrect application details can lead to rejection, delay or legal liability.

Commercial Document Attestation Process

The commercial document attestation process must follow the correct legal chain based on where the document was issued and where it will be used. A document issued outside the UAE must complete legalization in the country of origin before UAE acceptance. A document issued inside the UAE must first be certified by the relevant UAE authority before it can be used abroad.

GloboPrime handles both attestation processes for companies, investors, free zone entities, offshore companies, exporters, importers, law firms, and corporate service providers. Our team reviews the document type, issuing authority, destination country, required stamps, UAE MOFA stage, embassy or consulate requirement, and translation requirement before processing.

Foreign-Issued Commercial Documents for UAE Use

Foreign-issued commercial documents must be legalized in the country of origin before they can be used for business setup, branch registration, corporate banking, free zone applications, legal representation, court submissions, or commercial transactions in the UAE. This applies to foreign Certificates of Incorporation, Certificates of Status, Certificates of Good Standing, Certificates of Incumbency, shareholder registers, board resolutions, commercial powers of attorney, company extracts, agency agreements, and parent company documents.

  1. Issuing Authority or Company Registry Verification: The document must first be issued or certified by the correct authority in the country of origin. This can include a company registry, secretary of state, chamber of commerce, notary public, court, registrar, or official business authority. A foreign company certificate must clearly show the company name, registration number, entity type, status, date of issue, and official seal or signature.
  2. Notary, Court, Chamber, or Registry Authentication: If the document is a commercial power of attorney, board resolution, shareholder resolution, declaration, certified copy, or contract, it must be notarized or authenticated by the competent local authority before foreign affairs submission. The signing authority must be clear, and the document must show the correct company name, authorised signatory, document purpose, date, and seal.
  3. Foreign Affairs Authentication: After local verification, the document must be authenticated by the Ministry of Foreign Affairs or equivalent government authority in the issuing country. This step confirms the local official’s signature and seal before the document is submitted to the UAE Embassy or UAE Consulate.
  4. UAE Embassy or UAE Consulate Legalization Abroad: The document must then be legalized by the UAE Embassy or UAE Consulate responsible for the issuing country or jurisdiction. This embassy stage confirms that the foreign affairs authentication is valid and prepares the commercial document for UAE use.
  5. Final UAE MOFA Attestation: After the document reaches the UAE, it must be submitted for UAE Ministry of Foreign Affairs attestation. UAE MOFA confirms the final seal and signature so the foreign-issued commercial document can be accepted by UAE government departments, banks, courts, free zones, licensing authorities, notaries, and commercial entities.
  6. Legal Translation, Where Required: If the foreign-issued commercial document is not in Arabic or English, it must be translated through the accepted certified legal translation process before UAE authority submission. Company names, registration numbers, shareholder details, signatory names, dates, and stamps must match the original document.

GloboPrime case experience: Foreign-issued commercial documents we process commonly include US Certificates of Status, UK and BVI Certificates of Incorporation, German register extracts, European commercial powers of attorney, offshore company records, shareholder documents, and parent company certificates. These documents must follow their country-specific authority chain before final UAE MOFA attestation.

Special offshore company legalization process: Offshore jurisdictions such as BVI, Cayman Islands, Jersey, Marshall Islands, and similar registries must follow the attestation pathway accepted for that jurisdiction. For example, BVI company documents usually follow the UK solicitor/FCDO/UAE Embassy legalization process before final UAE MOFA attestation in the UAE.

UAE-Issued Commercial Documents for Use Abroad

UAE-issued commercial documents must be certified through the correct UAE authority before they can be accepted in another country. This applies to ADGM commercial licences, DMCC authentication certificates, Dubai Chamber-attested resolutions, UAE trade licences, commercial invoices, Certificates of Origin, commercial powers of attorney, contracts, shareholder resolutions, company registration papers, product registration certificates, and import/export documents.

  1. UAE Issuing Authority Certification: The document must first be issued or certified by the UAE authority responsible for that document. This can include Dubai Chambers, Abu Dhabi Chamber, Sharjah Chamber, ADGM Registration Authority, DMCC, JAFZA, DAFZA, Dubai Courts Notary Public, a UAE free zone authority, customs authority, company registrar, or relevant government department.
  2. Chamber, Free Zone, Court, or Notary Attestation: The document must carry the correct UAE authority verification before MOFA submission. Commercial powers of attorney, board resolutions, declarations, and company authorizations must be signed by the authorised signatory and notarized or certified where required. Free zone documents must be issued or authenticated by the relevant free zone authority. Dubai Chamber documents must carry the chamber verification or QR-based attestation where applicable.
  3. Dubai Chambers Signature Verification, Where Applicable: If the document depends on a company signature, Dubai Chambers signature verification must be completed when required by the destination authority or attestation requirement. The document must be signed by the authorised signatory and must match the company’s registered signing authority.
  4. Commercial Invoice and Certificate of Origin Processing: Export and re-export documents must follow the correct trade document process. A Certificate of Origin must be supported by a detailed commercial invoice. Depending on the shipment, supporting papers can include bill of lading, packing list, industrial licence, factory invoice, Dubai Customs transit bill, exporter-country invoice, or other customs records.
  5. eDAS 2.0 for Commercial Invoice and COO: Commercial invoices and Certificates of Origin must be processed through the UAE MOFA eDAS 2.0 system where digital commercial invoice attestation applies. The company must be registered in eDAS 2.0 using its trade licence, and authorised users must access the system through the required login process.
  6. UAE MOFA Attestation: After the UAE issuing authority, chamber, free zone, court, or notary certification is completed, the commercial document must be submitted for UAE MOFA attestation. For physical attestation, the document must be original, not laminated, and in Arabic or English, or accompanied by a legal translation.
  7. Destination Embassy or Consulate Legalization: If the foreign country requires consular legalization, the UAE MOFA-attested document must then be submitted to that country’s embassy or consulate in the UAE. This is required for many commercial documents used for overseas branch registration, foreign bank account opening, court submission, agency appointment, shareholder changes, contracts, tenders, or import/export compliance.
  8. Final Use in the Destination Country: Once UAE MOFA and destination embassy or consulate legalization are complete, the document can be submitted to the foreign authority, bank, court, chamber, customs office, company registry, business partner, or government department that requested it.

GloboPrime case experience: UAE-issued commercial documents we process include ADGM commercial licences, DMCC authentication extracts, Dubai Chamber-attested resolutions, commercial powers of attorney, trade documents, and UAE company papers used before foreign embassies such as Egypt, Lebanon, Russia, and other destination authorities.

GloboPrime assists with document verification, attestation process confirmation, chamber coordination, free zone document review, UAE MOFA attestation, destination embassy or consulate legalization, legal translation guidance, secure pickup, delivery, and status updates until the commercial document is ready for official use.

What are the UAE’s commercial invoice attestation rules?

Commercial invoice attestation is mandatory in the UAE for imported goods valued at AED 10,000 or more. This requirement applies to eligible import customs declarations and came into effect from 1 February 2023. The attestation is completed through the UAE Ministry of Foreign Affairs eDAS 2.0 system. The official fee is AED 150 per commercial invoice. Once the invoice is attested, the electronic attestation reference number must be linked to the relevant customs declaration where required.
  • Applies to: Commercial invoices for imported goods valued at AED 10,000 or above.
  • Authority: UAE Ministry of Foreign Affairs through eDAS 2.0.
  • Fee: AED 150 per commercial invoice.
  • Customs link: The attestation reference number may need to be entered into the customs declaration system.
  • Deadline: The attestation fee should be completed within the permitted period after customs declaration.
  • Penalty: Failure to complete the required invoice attestation within the allowed period may result in an administrative fine of AED 500 per invoice.
This rule helps improve customs transparency, verify commercial invoice data, support trade compliance, and reduce the risk of incorrect or fraudulent import documentation.

Can I attest commercial documents online in the UAE?

Yes, but the online route depends on the type of commercial document. Commercial invoices and Certificates of Origin are processed through the UAE MOFA eDAS 2.0 system. Companies must register using their trade license, submit the invoice or Certificate of Origin details, pay the attestation fee, and receive the digitally attested document. Other commercial documents, such as MOA, AOA, trade licenses, board resolutions, powers of attorney, shareholder certificates, contracts, and company registration documents, may follow the standard MOFA attestation process. Depending on the document format and authority requirement, the process may be digital, courier-based, embassy-based, or require physical submission. GloboPrime can review your commercial document and confirm whether it should be processed through eDAS 2.0, MOFA attestation, Chamber of Commerce attestation, embassy legalization, or courier-based attestation.
